The Newton Master Plan Update 2006
According to New Hampshire law, there are three main purposes of a master plan:
To set down as clearly and practically as possible the best and most appropriate future development of the town;
To help the board to craft ordinances that preserve and enhance the unique quality of life and culture of New Hampshire, and
To guide the planning board in its duties in a manner that achieves the principles of smart growth, sound planning, and wise resource protection.
The master plan must include at a minimum:
1) The land use chapter, showing existing conditions as well as proposed future land use, and
2) The vision chapter, which should contain a set of statements that articulate the desires of the citizens, and contain a set of guiding principles and priorities to implement that vision.
We are here today to begin the process of writing the vision chapter, by asking for citizen input in order to develop a set of guiding principles and priorities.
