Resident Sticker Policy

       RESIDENT STICKER
POLICY

        Resident Stickers will only be issued to Newton Residents (those that claim Newton as their primary place of abode).  Newton Seasonal will be given a different color SEASONAL STICKER with the year imprinted,  by the Selectmen’s Office that will be good from January – December of that given year.

        The following list is intended to verify the resident sticker number with the registration plate number in order to protect Newton’s tax-payers regarding the use of the Transfer Station, Town Beach, Heath Street Recreation Area and the Wilder’s Grove Boat Access.

1.      Only one sticker will be issued per car registration.

2.      Resident must show the car registration for the vehicle on which the resident sticker will be affixed and provide a valid Newton License.

3.      New Residents must provide “proof of residency” (i.e. sales and purchase agreement, property deed, tax bill etc.) before a sticker is provided.  A temporary yellow sticker will be issued until the car is registered in Newton, NH and their license is changed to a NH Driver’s License.

4.      Residents using another person’s vehicle when cleaning up their property of debris and household trash may be issued a temporary permit (yellow).  Resident will need to provide to the Selectmen’s Office registration information to include the make, model and color of the vehicle along with the name and address of the owner and all of the resident information as required on the application.   

5.      Sticker must be visible through the windshield of the vehicle, or vehicle may face the risk of being towed and/or issued a parking violation if parked at the areas of the Town Beach, Heath Street Recreation Area or at the Wilder’s Grove Boat Access.  (Amended 01/21/08)
6.      Transfer Station Access Requirements:
·       If the resident sticker is affixed to the windshield, they are allowed to enter.
·       If the resident sticker is not affixed to the windshield, but the number matches the number on the back of the registration, they are allowed to enter.

·       If the resident sticker is not affixed to the windshield and doesn’t match the number on the back of the registration, but the driver’s license is a Newton resident, they are allowed to enter.
·       If the resident sticker is not affixed to the windshield and the driver’s license is not a Newton resident, the attendant is to do the following:
              “Write down the information from the registration, driver’s license number and            sticker number; take the resident sticker, allow them to dump and return the                    resident sticker to the Selectmen’s Office on the next business day”.

7.      The Town Clerk/Deputy Town Clerk will verify the car registration and will mark the town and the resident’s copy of the car registration, with the same color as the sticker color, showing that a resident sticker has been issued for that vehicle.

8.      Repeat offenders will be required to meet with the Board of Selectmen before a second replacement sticker is given.

9.      If the vehicle is sold or the plates are transferred to another vehicle, a replacement sticker will be issued, free of charge, if all or the majority of the resident sticker that is currently in effect is provided at the time of the replacement request; otherwise a replacement sticker will be issued for a cost of $25.00. 10.     Resident stickers are not to be issued to the two campgrounds in Newton as the campgrounds already provide the amenities of a beach and trash disposal.

11.     No person or Company is allowed to use the Transfer Station for the business of hauling and disposing of Newton’s residential waste.  

12.     Commercial/Industrial businesses are required to obtain rubbish pick-up service authorized to pick-up within the Town.  Such pick-up shall not be deposited at the Newton Transfer Station.

13.     Newton residents can deposit reusable household items at the Transfer Station in the area designated for such use, now known as the “Swap Area” and can deposit cordwood that do not exceed two (2) feet in length in the “Cordwood Area”.

14.     Newton residents are allowed access to the “Compost Pile” for drop-off and removal.

15.     Newton residents can drop-off and remove “Bicycles” in the designated area, to be determined.

16.     No other items can be removed from the Transfer Station except on explicit written authorization from the Board of Selectmen (i.e. metal, aluminum, newspaper, etc.).

17.     Newton residents will be allowed resident stickers for up to two commercial vehicles per residential property.  (Amended 08/27/07)
